Colcannon Fish Pie

  • 3 pieces of tilapia
  • 4 tablespoons unsalted butter
  • 4 tablespoons all-purpose flour
  • 1 cup milk
  • 1 tablespoon horseradish
  • 1 teaspoon lemon juice
  • Salt and pepper
  • 4 cups mashed potatoes
  • 3 cups kale, chopped
  • 3 scallions, finely chopped
  • 1 cup shredded mozzarella cheese


  1. Place the tilapia on the bottom of a 9- x 13-inch baking dish. Preheat the oven to 400°F.
  2. Combine butter and flour in a saucepan over medium heat. Add the milk. Stir to combine to make a sauce.
  3. Add the horseradish, lemon juice, and salt and pepper.
  4. Pour the sauce on top of the tilapia.
  5. Using the same saucepan, sauté the kale and scallions for 5 minutes over medium heat.
  6. Pour the mashed potatoes into a bowl and add the kale and scallions. Stir to combine.
  7. Spread the potato mixture on top of the fish and sauce.
  8. Sprinkle with the cheese.
  9. Bake for 45 minutes. Slice and serve.
